David Horne, Senior Vice President and Business Manager received his M.B.A. from Rensselaer Polytechnic Institute and a B.A. in Economics from the University of Rhode Island.
Mr. Horne has a background in government contracting and accounting, and is responsible for the company’s financial management, control, reporting and planning; contract and risk management; purchasing; and benefits and human resource management.
Mr. Horne’s goal has been to create an administrative infrastructure with an employee-friendly, small-company feel, but which is scalable as APS grows to meet new challenges.
Prior to joining APS, Mr. Horne served as Vice President and Business Manager of a $140M / 900-person business unit of Anteon Corporation where he supervised a group of over 25 professional and administrative personnel in functions similar to his current responsibilities at APS.
